You can complain to the Ombudsperson if you believe that your human rights have been violated by Slovakian public officials or institutions.
However, there are some conditions which you have to take into account before submitting a complaint:
The Ombudsperson cannot investigate cases which do not directly relate to human rights.
example The Ombudsperson cannot investigate your application if your complaint is about that the National Council of the Slovak Republic has not adopted a certain law, or you believe that another private individual has damaged your good reputation.
The Ombudsperson cannot investigate the decisions or actions of public authorities from other countries, international organizations or private individuals who do not represent Slovakian public authorities.
You cannot complain about a violation of another person’s human rights, unless you have a right to represent that person. If the complaint doesn’t relate to you directly, you have to submit a warrant with submission of the complaint, issued by a person concerned, or power of attorney covering the case.
example You can complain about the violation of another person’s human rights if you have been granted a power of attorney allowing you to do that or if you have a legal right to represent that person. For example, if you are a parent of a minor or you are a legal guardian.
Anybody who believes that their fundamental rights and freedoms were infringed contrary to the legal order or principles of the democratic state and the rule of law in relation to the activities, decision-making or inactivity of a public administration body, can turn to the Public Defender of Rights.
